CONSTITUTION

The Standing Committee consists of 27 Councillors (Sec.42). The Corporation appoint at their first Meeting in the month of April after General Elections, 26 persons out of their own body to be members of the Standing Committee [Sec.43(1)]. The Chairman of the Education Committee is also a member of the Standing Committee [Sec.43(2)] as a Ex-Officio member of the Standing Committee. One-half of the members of the Standing Committee retire at noon on the first day of April every year. The members who retire one year after the Standing Committee is constituted under Section 43 shall be selected by lot at such time previous to the first day of March immediately preceding and in such manner as the Chairman may determine (Sec.45). The Corporation appoint at their ordinary meeting in the month of March, fresh members of the Standing Committee to fill the offices of those previously appointed by them who retire from time to time as aforesaid[Sec. 46(1)].The Standing Committee appoints at their first meeting in each official year one of their own member to be their Chairman until the first meeting of the said Committee in the next following official year [Sec.44(1)].

CONDUCT OF BUSINESS

The Standing Committee meets for the dispatch of business in the chief municipal office and may, from time to time, make such regulations with respect to such meetings and with respect to the scrutiny of the municipal account as they think fit, subject to the following conditions (Sec.49) :-

The Standing Committee meets once a week and at such other times find necessary {Clause(a)}[the notice of the meeting specifying the time and the place at which such meeting is held and the business to be transacted in the meeting (accompaniments and agenda) is given by the Municipal Secretary and sent to the Committee members at their residing address].

The first meeting of each Standing Committee held on a day and at the time to be fixed by the Commissioner, and if not held on that day, held on some subsequent day to be fixed by the Commissioner; and at every such time as a said Committee, from time to time, determine {Clause(b)}.

The Chairman of the Standing Committee call a Special Meeting of the Standing Committee, upon a written requisition signed by the Commissioner, within 24 hours of the transaction of any business which, in the opinion of the Commissioner, can not be delayed until the next ordinary meeting of the said Committee {Clause(c)}.

No business can be transacted at the meeting of the Standing Committee unless at least 9 members are present from the beginning to the end of such meeting {Clause(d)}.

Every meeting of the Standing Committee preside over by the Chairman, if the Chairman is present at the time appointed for holding the meeting, and, if the Chairman absent, by such of the one of the members present as may be chosen by the meeting to the Chairman for the occasion{Clause(e)}.

Every question is being decided by majority of votes of the members of the Standing Committee present and voting on that question, the presiding authority having a second or casting vote when there is an equality of votes {Clause(f)}.

The Standing Committee can, from time to time, by a specific resolution, delegate any of their powers or duties to sub-committees consisting of such members of the said Committee not less in number than 3 on each sub-committee as they think fit. The Standing Committee can discontinue or alter the constitution of any sub-committee so formed {Clause(g)}.

A sub-committee can elect a Chairman of their meetings and if no such Chairman is elected or if he is not present at the meeting, the members of the sub-committee can choose one of their member to be Chairman of such meeting {Clause(h)}.

A minute, of the names of the members present and of the proceedings at each meeting of the Standing Committee and each sub-committee's meetings is being kept by the Municipal Secretary, which should be signed at and by the presiding authority of the next ensuing meeting{Clause(k)}.

The Commissioner has right to remain present in the meetings of the Standing Committee and to take part in the discussion but he has no right to vote upon or to make any proposition in the meeting.
