Evolution of Estate Department

Year 1896

Outbreak of bubonic plague in Mumbai, thousands of Mumbaikar died.

The Epidemic was attributed to unplanned development, unhygienic and squalid conditions in Mumbai island city.


Year 1898

Parliament passed the city of Bombay Improvement Act 1898 to achieve objectives.


Year 1899

Bombay Improvement Trust (BIT) was established.

Objectives of BIT : Housing accommodation for poor, Improvement of streets, deferred street scheme , Reclamation, police accommodation.


Year 1899 - 1925

Massive land acquisition in Mumbai to layout new schemes.


Year 1925

Bombay Improvement Trust (Transfer) Act 1925, Improvement Committee was formed.

Estate Agent and Land Management Dept

Engineering Dept. under the City Engr. and the Accounts dept under Chief Accountant were brought together under this Dept.

Acquiring the properties under land acquisition Act or by agreement for the various slum improvement or street scheme,

Disposal of developed land,

Preparation of development plan, management of acquired buildings

Separate dept. known as Estate dept. is formed under Ward Officer/Asst. Comm. (Estates).

Asst. Commissioner (Estates) : BIT land management.
